In practice they split cleanly down one line. Beer Park, the rooftop spot at Paris Las Vegas facing the Bellagio fountains, is built around beer. Cabo Wabo Cantina, Sammy Hagar's cantina inside the Miracle Mile Shops at Planet Hollywood, is built around tequila and margaritas.
That single difference decides most of this. If you're leading with beer, you already know which way you're leaning. If you want a margarita and a taco for cheap on a weekday afternoon, you're leaning the other way. The rest is detail.

The room is the point as much as the price. Neon, rock music, souvenir cups, a Strip-facing patio that regulars grab early for the people watching. It reads spring break most days of the year. That's either exactly what you want or exactly what you don't, and there isn't much in between.

Go to Cabo Wabo if you want a confirmed, cheap, weekday drink. Half-off margaritas and $4 beers from 3 to 5, plus tacos under ten bucks, is a genuinely good-value couple of hours, and you know the numbers going in. It's the safer plan when the whole point of the outing is stretching a small budget.
Go to Beer Park if the draw is the beer selection and the fountain view, and you're relaxed about pricing. It's a better setting for a slow afternoon with a group, but treat any happy hour there as unconfirmed until the venue tells you otherwise.
The honest split: Cabo Wabo is the one you book the afternoon around, because the deal is real and documented. Beer Park is the scenic detour you add if you want a rooftop and a beer with your view, after you've checked what, if anything, is running that day.
